Migration 은 큰 폭으로 안 해도 돼
한 번에 옮기지 마. chat.completions.create 호출을 만질 때마다 같은 edit 에서 responses.create 로 swap. 세 달 후 자연스럽게 끝나 있어. 한꺼번에 옮기는 big-bang 마이그레이션이 가장 깨지기 쉬워.
